IRRI

Chief Librarian (2010-R-97)

Basic purpose : The IRRI Chief Librarian directs and manages all library operations through planning, personnel management, budget formulation and monitoring, organization and coordination of activities, overseeing of digitized and printed information resources and services, physical facilities and equipment, and program implementation and evaluation for the achievement of the Library’s objectives.

Major Responsibilities:

1. Library Management

· Formulates library policies and strategies for senior management consideration, playing an instrumental role in the identification and introduction of improvements in library services.

· Manages a team of librarians and paraprofessionals engaged in the provision of information service; Supervises, trains, provides oversight of library employees in developing and carrying out their tasks. These supervisory activities include staff meetings, training, work review, and evaluation.

· Monitors the library’s financial resources.

2. Technical Services

Manages a full range of library technical services encompassing current awareness, collection development and organization (cataloging), reference, loans, electronic and conventional document delivery, and preservation and the development of an institutional repository:

· Develops a program to digitize the IRRI Library’s collection and the system of curation for those resources.

· Leads the IRRI library in its transformation to the modern system of curation, creating a knowledge hub where IRRI staff, collaborators, private and public partners would fully utilize the library as the center for information discovery and learning.

· Leads the evaluation, selection, acquisition, and organization of information resources in various formats; liaises with information providers and aggregators; negotiates for and approves license agreements involving journal and databases subscriptions.

· Oversees the Library’s integrated computer system by regular monitoring, upgrading, database management, altering system parameters when necessary, providing troubleshooting initiatives, and coordinating with Innovative Interfaces and ITS to ensure that the system is running seamlessly.

· Directs the library’s reference service acting as the ultimate source of information when all resources have been exhausted.

· Coordinates document delivery by planning and leading the introduction of applicable technological innovations, including the implementation and management of the library’s electronic information service accessible to and serving a worldwide audience.

· Provides expertise in the preservation of library resources to ensure their accessibility for future generations of users.

3. Library Marketing

· Promotes the IRRI Library in various professional venues through poster/paper presentations or publications in technical journals.

· Negotiates for national and international reciprocal agreements for the exchange of publications, joint subscriptions, and other mutually beneficial projects.

· Leads joint projects conducted with other IRRI units and outside agencies as well.

· Writes the Library’s input for the DG Report and the Library’s annual report.

4. Outreach Activity

· Designs training modules/programs for on-the-job training of librarians from other institutions.

· Participates in professional activities that help promote the library’s objectives, e.g. serving as resource person in various professional venues.

· Establishes/maintains professional ties and collaborative relationships with libraries, librarians, and other agricultural institutions in the Philippines and from other parts of the world.

· Promotes the use of the library thru alerts, publications, lectures, and other outreach activities, briefings and guided tours of Library facilities.

Qualification Requirements:

Minimum Education : Master’s degree in Library or Information Science

Experience Required : At least 5 years of experience

Skills and abilities : Ability to manage special or academic libraries using digital library management systems such as Millenium or MARC; administrative skills, excellent oral and written communication skills.
